Best way to clean "used" tank before using?

I just bought an empty, used 46 gallon used tank. The previous owner left inside the gravel, decorations and fake plants. I noticed some red spots on the inside glass, and the owner said he had some red algae in the tank.

1) What should I do to clean the decorations and fake plants? Boil them? Mix some vinegar bleach or peroxide or something and soak them?



2) If I am supposed to use one of those three, could you tell me if I should dilute it with water (and if so the best ratio)? E.g. 50/50 vinegar/water, that sort of thing



3) Other than a good vacuuming before I fill it and start cycling it with the new filter (getting a canister), do I have to do anything with the gravel (which doesn't seem to have red like a few of the decorations).
