Biocube skimmer and lights question

ok so would putting my skimmer in the third chamber do any good? i feel like it restricts alot of flow in the first chamber. I also just got some sweet 450nm actinics in the mail today...what a nice blue they put out..i have one 50/50 beside it and my whole tank is nice blue. however i have the 50/50 bulb in the back slot with the white facing out and the back of my tank is noticibly white where the white bulb is (i have high rock in the back) is there anything i can do to fix this? ill include some pics.

so i have one actinic 450 nm and one 50/50 10,000k and 420 nm.

I've also had film on the top of my water for about a week...any suggestions?
