Black algae

I've been told from coworkers to dip my live plants in a 20:1 bleach bath. I don't like the sounds of that. I'm thinking more towards using hydrogen peroxide bath instead. I do my weekly water changes faithfully but still run into algae problems. I believe my well water is the problem. I no it has a nitrate level of 40ppm. I even thought about buying filtered water but with a 75g I'd be looking at $20.00 per wk. I can't afford that. Any ideas?
