Bloating Cobalt Tetras.

I've had 3 Cobalt Tetras in my tank (inherited) since I re-start the hobby back in November. Since then, one has bloated and died and another is on his/her way by the looks of things. What's going on?

I don't have my tester kit handy right now but I do very regular maintenance on my tank, the temp is 26 and ph is 6.5, hardness is moderate.

What seems to happen is the Cobalt will progressively get fatter over a week or so to the point that its scales start sticking out (can see them) and then they just crock it. They don't seem to eat and tend to hide away. If this a known problem? Is there any way to prevent it?
