Bolivian ram doesn't have long fin thingys in back

Don't know what they are called, but my bolivian ram doesn't have the red on the back of his tail fin nor "things" (don't know what they are called...similar to what angelfish have. Is that because he is young? Otherwise, healthy and friendly.
