Bolivian ram help

Hey folk. Posting in behalf of a friend. Her rams aren't eating. And I'm stumped. Wat can cause this.

When was the tank set up? How long has the fish been in the tank? What are your water parameters?

dont how long the tank is set up. but she watched them for a while wen feeding, and the rams arent getting a chance to get any food. recomended her some sinking food
