Bully fish

I think one of my guppies is bullying my new one that I just got yesterday because the new one stays hidden or at the very top of the tank and I noticed when he tries to swim around the bully fish watches him intently or swims over to him and bumps him with his nose. I don’t want to rehome either of them and I don’t have another tank to separate them so what can I do?

Maybe add more leafy plants or a few more guppies to make a school.
