Can anyone explain this goldfish behavior to me?

I woke up this morning and noticed my fish are acting kinda crazy. They are ganging up on one of the smaller goldfish, but not the smallest in the tank. One in particular is relentless. Then they all gang up on him. They seem to be nipping and rubbing all over him/her. I'm beginning to wonder if they're not going to kill him. None are mature enough for this to be mating, I don't believe. I've posted a photo. Well I may have found the issue. Do these look like tubercles to you?

Usually only males get the breeding stars.
