Can it be done? 40 Gal FOWLR on a budget?

Looking to see what the cost will be for Tank set-up..

Here is what I have:

• 40Gal Long tank
• Penguin Bio-wheel 350 HOB
• 200W heater

what I know I need:

• Sand
• Light
• canopy
• Live Rock
• Power Head

What else is needed and was is the approx cost or suggested stuff for what I need?

The more I think about it the more I might get rid of the 40 gal and just wait a while for a SW set-up..

the place the tank was got too much light and i have no real good spots except the basement and I already have 2 tanks there ( both FW)
