Can plants still grow without LEDs?

I have a Java fern in a tank with a light "bar" at the top! The lights aren't LEDs so I was wondering if the plant would still be fine? I also have a blue led light with about 14 LEDs on it! Would the plant still grow or would I need a new big led light?

I have grown Java fern in very low light. Both fluorescent and led as well as ambient room light.
 
For the most part the lighting and depth will account for how well certain plants will do.

I like Florescent and Halogen best cuz its an easier equasion than having to calculate PAR/PUR etc.
 
Yes It can, but it needs to be some other kind of lightbulb also should be full spectrum
