cardinals and neon schooling together

Is this normal? I just added 6 neons yesterday to my tank which already had 6 cardinals. They seem to be hanging out in a big group... not exactly schooling tightly or anything but definately a loosely defined school. Most of the cardinals seem in on it, but theres usually 1 or 2 off doing their own thing.

one or two slackers always lag behind, then look around and see their buddies on the other side of the tank

Yup perfectly normal. You may even find they'd school with other minnow-like fish. E.g. I find my neons school with my white clouds. Bizarre sight...but kinda cute lol.
