I have a 125 gallon tank that has been up and running for 2 weeks. I have no fish in as of yet and no heater yet, just substrait. The water was good (clear) for a few days but now I can not get it to clear back up! I have done water changes... nothing. I have a fluval fx5 running the tank now. Could not having a heater in the tank cause the water problem? Any suggestions???

Welcome to AA!

If you're not familiar with the nitrogen cycle, read the links in my signature. A fishless cycle will save you a lot of grief in the long run.

I doubt a heater will clear up the water. Is the cloudiness green or white?
 
sounds like a bacteria bloom. It happens in tanks that are not cycled. The link in BigJim's signature will help explain the nitrogen cycle, and how to properly cycle your tank before adding fish. The cloudiness will subside in a few days.

The tank has been running for 2 weeks and the last 4 days it has been cloudy now.
