Consistently high ammonia

Hello guys, I have a 65 liters (17 gallons) aquarium with:
-4 platys (1 male and 3 females)
-2 guppies (2 males)
-3 harlequin rasboras (2 females and 1 male)
-1 bettas
-1 clown peco

Temperature is at around a constant 27-28C, ph 7.6, KH 15, GH 6, Nitrite 0, Nitrate 10 and ammonia is always 3-6... (we live in London so naturally KH and GH are really high) also tested tap water straight away and had 1 ammonia already.
Fishes seem fine overall and happy but 3 of them have slight case of fin rot, we have read online that changing 50% water everyday for like a week should help reduce ammonia while aid beneficial bacteria catch up to it to stabilize the tank, so far we did 3 of those water changes but it doesn’t help and today I tested again and it’s around 6 ammonia... (also bought a different test kit just to double check in case the one I had was faulty but still the same).
We also use Prime for the new water and Ammo lock but nothing seems to help. Any advice please?
