Hi I am confused? Is it good practice to top up cycle after 20% weekly water change. I have read that you don't , you should, it is your preference, what is the best course of action. I have a 46L tank.

Wait untill it has complete cycle than do a 50% water change

Cycling your tank happens whether you want it to or not. The bacteria are free all around you. Adding a cycling product (like stability, etc) usually does nothing because the bacteria are dead or not the right kind. All a cycling tank (or a cycled tank) needs is clean water and dechlorinator.
