Cycling Question

Hello , so this is my first time cycling a tank and I know my tank is done when both nitrite and ammonia are at 0. The thing is they’re never at 0 at the same time. For instance, today at 10 am my ammonia was at 0, nitrite at 0.50 ppm (maybe even lower ) and nitrate at 5.0 ppm. And I checked 6 hours later and now my ammonia is at 1 ppm and nitrite is at 0. This has been going for a couple of days. One goes higher and other goes lower so im not sure what to do.
 
When was the tank started? How are you cycling the filter/tank? It takes 3-8 weeks to cycle your filter/tank.
