Cycling tank maintenance

Is it okay to wash filter media in old tank water while a new tank is still cycling? Also I noticed tonight a white foam stuck to the sides at the surface of the tank, is this normal?

Generally, washing filter media in old tank water during the cycling process is not recommended as your filter is establishing itself. Sometimes though it may be necessary if water is no longer flowing through the media (due to clogging, debris, etc) and a light swishing to remove debris will fix the issue. Hope this helps!
