In a nutshell, to cycle the tank means to take a tank that has no bacteria to convert ammonia to nitrates and turn it into a tank that DOES have those bacteria. Only when the tank has those bacteria is it safe to put living things in it.
 

That second article is written more towards a freshwater tank - you don't want to mess with the pH stuff like that article mentions for a saltwater tank. You specifically want to keep phosphates OUT of a saltwater tank. SW bacteria are not the same as FW bacteria.

Cycling a new tank removes any dieoff and waiting for beneficail bacteria to grow. Its the time you will need to remove ammonia and nitrite. Heres an article on what happens during a cycle. GL..
