Dinoflagelates?

so i got my new lights in for my reef tank on monday...put them on and now i can see all this nasty stuff growing on the rocks...looks like a light tan color fuzz....easily syphons off....it has air bubbles at the end of each day...but they go away at night. it seems more on the side where the old lights were ( i originally only had lights on one side) i went from only 24 watts of t5 light to 156 watts of t5HO lights. tanks is a 40B. has been set up for about 2-3 months. all water tests are good...i dont have a kit so i have it tested when i buy my ro/di water each week. has 3 fish, and several soft and lps corals. if it is dino should i take out the rock and try to clean it in saltwater, then put it back? or should i just leave it? also i used crushed coral for the substrate (stupid me), should i try to remove it and put in sand?
