DIY above tank basking area, NEED ADVICE.

I want to purchase one or two baby red ear sliders and want them to have maximum swimming space so I want an above tank basking area. The problem is, Im lost on how to build one. I dont want to spend a fortune on it, probably no more than $30-$50 dollars. If anyone knows how to make one, Thad be great!
