He says in the article by taking off the clips used to hang the top panel and just cutting the zip ties they are removable per panel. I can't imagine there would be any specific order they would need to go in. So, you could remove them one at a time, clean, then re-zip and place them back in.

However, I would doubt they would really need to be cleaned all that often. You could probably get enough flow through the sections to get poop out during water changes if you held a gravel vac up to one hole of the section. Otherwise, a few Oto's would keep the algae down inside.
