Do I need a heater for chili rasboras?

Hello, I have a densely planted high tech 8 gallon tank currently stocked with roughly 30 neocaridina shrimp. I have been planning on getting 12 chili rasboras, but am unsure if I need a heater. The temperature of my tank sits in between between 70F-74F or 21C-23C. Some websites say that that temperature will be okay and others say that I need to have a consistent temperature. Any help is greatly appreciated, thank you!
 
I have a heater in all my tanks, just for stability. I live on the Texas gulf coast, so rarely does it ever get into the 40s outside. But I don't want up and down, etc. For the low price of a heater, it's worth the peace of mind for me
 
Hi I keep my chilli rasboras between 24-25 mine are also in with shrimp and all are fine in that range , I would definitely add a heater.
