No, puffers are aggressive little nippers and the angels fins would be gone quickly. Puffers are best kept in a species only tank

Puffers need a lot of room(at least 4-5 gallons per fish) and are very aggressive. Are best in species only tanks with a 1male per 3 female ratio. Dwarf puffers don't have as much of a problem with overgrown beaks as many puffers so snails aren't as necessary. they should still get one or two a week.
