Fin rot?

My friends kids Pearlscale has a red lump on it's back fins and the fins around it look frayed.

Ammonia is 0
Nitrite is 0
Nitrate was a little over 20 so I did back to back 50pwc for them and it is now under 10 close to 5

Is this fin rot?
