I go fishing pretty often and in my opinion, it definitely looks similar to a sea robin.

Sorry, only just noticed this post. Yes, a sea robin. I gather it must be a species of Prionotus, but I can't match it particularly well with species known from the Gulf. It appears to be a small juvenile, which aren't particularly well illustrated in my books or on the internet.
