What Flourish? <Excel, or the complete, or component fert?>
What kind of cycle? fishless, fishy or plant (silent)?
You can use it, but whether it will do any good depends on circumstances.

just says flourish on it not excel. and I'm fishlesss cycling a 5 gallon with real plants

That would be their fertilizer mix. No harm in using it. <But generally not really needed unless you have lots of light +/- CO2 ... fish waste generally is enough for a small simple setup.>
If you have lots of fast growing plants, you might end up with a silent cycle .... ie the plants will use up the ammonia so fast that you never see any spikes.
