Frozen bloodworms

Can small fish like cardinal tetras choke on frozen bloodworms? One of my cardinals passed. I checked my parameters and everything is perfect. The fish looks really healthy. No fin rot or anything...

I have six neon tetras and eat frozen bloodworms as eagerly as my other larger fish and do just fine.
