glowlight tetra lighting

I have a 38L planted with nearly 2 wpg. stocking includes 8 glowlight tetras. they look more washed out than i would like and i'm planning on adding some extra dimmer light to have on at the end of the photo period so i can enjoy the glowlights more fully.
does anyone know if blue "moonlight" LED would pick out the tetras (i'm thinking probably not as the blue light will have no orange to be reflected by the tetra stripes)?
also anyone have any experience of the type/ quality of light given out by the LED strips that are all over ebay?
or any other ideas for 1-2 hrs of "twilight" lighting.
