So I have $90 to spend on stuff for my 20 gallon FW. What's the best place to buy stuff online?

Mostly Driftwood and sand, maybe a new filter.

Well, depending on what kind of sand, I always go for pool filter sand from a local hardware store. Otherwise it'll cost 20 bucks to ship.
I also like to shop on Amazon for my filters and stuff and am a fan of Aquaclear filters.
I'm not sure of driftwood sources as I usually scope out local creeks and rivers.

Yup got the Pfs, amazon for heater and filter thanks.

Now for the DW from creeks and lakes, I have some around me, will any wood thats in the water do?

Any hardwood that's not rotten should do. There are some woods to stay away from. Cedar is supposed to be one and I believe pine is another.
You can also source rocks from there and the best part about it is the wood is already waterlogged. You'll still want to soak in saltwater or something similar to kill any possible baddies.
