Heater question

I put in cobalt heater waited 15 min turned on the led circled like it said the stopped at 76 f I set it on knob for 80 f. I still after a half an hour blinking slow at 76 f and solid at 80f where I want it . The question is my tank therm probe says 78.6f. It just now moved to 78f. Does this take time? I only have a 5.5 tank and did my PWC today and let it rest to adjust. I hope it doesn't go past my set temp. She doesn't like the blinking light and attacks it only because it is something new. She can't swim behind like the other one because of the flat design. Sorry just nervous about this new one. My marine land one was never constant it would go up and down too much .
