I have a 75 gal so I calculate 375 watts so 350-400 would work

This wattage is hard to find. Can I use 2 - 200w units ?

The tank is an Oceanic Reef Ready system, Can I mount the heater in the overflow box ?

Or would sump work, can I lie the heater in a horizontal position in the sump?

I read here - go for good quality and I believe in that but more money does not always buy quality so what are the "quality" units?

definitely go for 2 200w heaters. It is a good idea to prevent overheating disasters. You may want to mount one in the overflow box and one in the sump, horizontally is fine. The most reliable are Visitherm and Ebo Jaeger in most folks opinion.
 
I am new but IMO you should definitely get 2 heaters. Not only will it help prevent overheating but if one ever fails you will minimize the impact on your system. From what I have read Ebo Jaeger are the most reliable. My co-worker had 2 100W and they have lasted a longtime and keep tight temperature control.
