Help! Hair algae?

I have these white, short hair like strands all over the back glass of my aquarium and on my thin Val and java moss. What can I do to get rid of it or what kind of fish will eat it? Only my whiptail catfish seems to enjoy it but his mouth is too small to make a real difference.

I recently started adding fertilizers but have stopped because I believe that's what caused this outbreak

That's fuzz algae. Most of my tanks have that to some degree. My otos keep them in check so it's not overwhelming. Here's one at work.
