Could very likely be so. Easiest way to tell is simpley run your finger across it. If velvety or hard and does not come off, it will be coralline. If it's slimey and comes off, nasty cyano.

It does feel kind of slimey....if you rub it it dont come off....if you keep picking it with your nails it will come off......I dosed my tank several time with CHEMI-CLEAN....dont seem to affect it one bit....Im setting up a new tank and dont what to put the rock in if its cyano.......any other suggestion.??

Stop adding the chemi clean it won't have any affect, it's not cyano. It's a form of coralline as Scott suggested.
