Woke up this morning and my skimmer is like overflowing with water/bubbles.

Last night it was just microbubbles now my skimmer is overflowing.

Is the water lvl in the skimmer too high? its in 12inches of water.

It probably IS too deep in the water. First some questions.
What is the make/model of the skimmer?
How long has it been connected?
What is the normal water level that it is in?
Have you recently made any skimmer adjustments?
Have you recently added any chemicals or supplements to your tank?
What was the last time you fed the tank, and what and how much did you feed?

I have had my skimmer go nuts on me if I over fed phyto (DT's, etc.) or if I inadvertantly nudge the opening slot lever a bit (controls flow into the skimmer).

I put my BR and LR in I have the shrimp in to cycle the tank and i have active carbon running to make the water not yellow.

Im still trying to cycle the tank so the only time I put something was the two cocktail fish.

My guess is you need to adjust the water level in the skimmer. Doesn't that one have the telescope type bar that slides up and down? If so, slide it down. I'm sure that cocktail shrimp is gunking up the water pretty good too, which would make the skimmer produce more skimmate.
Is there anyway you can make the skimmer sit in 8" of water instead of 12"

Well the skimmer came with a pinwheel and default meshwheel.

Not sure what the difference is. But first will try to put pinwheel in. If that doesnt solve the issue ill have to put an eggcrate stand to lower water lvl to 8inch.

Think that will work?

Changing out the impellers won't make much of a difference. The mesh "should" pull more air with less wattage and the pinwheel less air with more wattage.
12" is too deep. Get it between 8-10.
How high do you have the water level/bubble line inside the skimmer?

The bubbles bubble up to the top and overflow. So im not sure how to tell where the line is
