How should I cycle the tank? I'm using cured live rock from a friends tank and I read somewhere that if you use all established rock ammonia may not spike at all. Is that right?

according to this I have a fully cycled tank so can I add some livestock soon? I will definitely wait a week to see if ammonia does spike.

If you have enough rock, and it wasn't out of water for very long, it's possible, but I would add some ammonia, and then test the water to see how long it takes for your bacteria to process it. If it has trouble processing the ammonia, you will need to cycle the tank still.
