Instant cycling?

Please forgive a :n00b: question. I think I know, but I have to ask.

I am setting up a very small tank as a quarantine tank for 4 new fish I want. I have taken the well used filter out of my Betta tank and placed it in the new set-up. Can I assume the tank is "instantly cycled" and will be OK to place a few fish in next week? (The new tank has a couple of pieces of wood covered with moss in it, and black onyx sand.)
 
I would add a pinch of food and test in about 3-4 days and test for ammonia. If you see ammonia, then you need to cycle.
Props for the QT!!!!
 
The biofilter needs to have an ammonia source or after a few days it will start dying off and result in needing to recycle the aquarium.
