Is this ich?

So I was feeding my 30 gal when I noticed white spots on one of my Bolivians anal fins. Non of my other fish have those spots on any of there fins and he looks pretty healthy. Is it ich or is it normal for them to have those spots?

Looks like egg spots. If you're referring to the spots on the anal fin anyways. They are perfectly normal.
