I have 40 gallon hex, and it appeared to be leaking at the top of the tank, even when I left the water level drop below the leak. I used some silicone to seal the outside, and as I sealed it the leak migrated to where the new silicone ended. Eventually the leak ended up at the bottom of the tank,

Does the entire tank need to be resealed or just the bottom seals?

Since you would have to empty the tank anyway to seal the bottom I would reseal the whole thing. I think your not sure where the leak is since it shouldn't leak when the water is below where the suspected leak is. Play it safe and do the whole thing.
