That depends greatly on the size of the tank, and what your objectives are. FOWLR? Reef? What kind of reef? FW planted? High light or low light?

LED fixtures are great for a myriad of different applications, but which one will work well for your particular setup depends on what you are trying to accomplish.
 
If it's for coral, depending on the tank size... check this out - reefbreeders

Very similar to the ones on Ebay, but they come with a 2 year warranty ( have heard that it's impossible to get warranty service on the ebay fixtures), and also have red, green, UV, and violet LED's in them, instead of just white and blue.
 
A single taotronics or reefbuilders fixture would work well and are well within your price range. A step up from those starts to get pretty expensive.
 
My tank is a 30 gallon saltwater reef. I want to eventually be able to keep sps corals like an acropora.
The bridgelux value fixture would do that tank perfectly, and if you ever went for sps, you will have more than enough power. We can grow sps 24" down, and had fantastic growth over a few months of testing. Since your tank is smaller, you can start at a lower power, and raise it every few days to acclimate your corals.
