How long is the sun up? I time my lights based on how long the sun is up. Since most of my tanks are not in direct view of the windows, I base that time period on my schedule. I have my lights on for about 10 hours (little less than daylight hours to prevent algae) and I come on at about 11AM-9PM so that I can get the most out of the tank. That also allows the tank lights to go off before the room lights for a less stressful change.
 
If you have differant types of plants in your tank you should also take these into consideration, some plnts require lots of light, some require less light, but you can find this out when buying them. If you have just fish in you tank, then you will want to see them. so your lights need to be on when you are relaxing at home. I think if you stick between 8-10 hours you shouldn't be far wrong. But if you do have plants check on there requirements.
