Here's my order of events.

Day 1-
Lost my male GBR.
Day 2 -
Did 50% water change
Female developed Ich.
Lowered water level, temp set to 86
Day 3 -
Water test showed normal levels but Nitrate at 60-80(!!)
Did 70% water change
Ich spots off of the female, now all my black neons are covered in it.
Neon tetras are losing all of their fins.
Other tetras have splitting in a lot of their fins.

What should I do?!!

Keep the water quality high is all I can suggest- you know you're overstocked, you'll need more maintenance than weekly changes.

As far as splitting fins-- I adopted a betta with pretty torn up fins from his plastic plant-- they've grown back rather well with time and TLC. If it's physical damage (from flashing which IIRC is common with ich), good water and time should help them grow back.

I would bring the temp up to 88 if you can.
