I have finally convinced my step mom to get a bigger tank for her 2 fancy goldies! Now if I transfer all her substrate, use her exsisting filter and ornaments and most of her water, will her new tank be cycled? Based on the theory that the bio filter is not in the water but in the filter and substrate? That way her goldies won't have to wait to be transfered out of their extremely cramped 15 gal.

Yes in my opinoin using all the substrate from the 15 gallon as well as all the filter media should make your new tank instantly ready. Just don't forget to condition the water so you don't kill off all your bacteria after the transfer.
