Yes it is. I add prime but still. I thought it was cycled only to find small traces once I got fish.
 
I am sorry this happened! Have you ever had your water tested? If you contact your water authority, they will come out & test it for free so you can get an exact determination of what your water contains. I realize this is not a inexpensive solution, but have you considered getting an under-sink RO unit?
 
A reverse osmosis water unit. It would remove the ammonia (and anything else) from your water. You would need to add a product like Replenish back in though. If you do search on here or google it, you will find more information on the specifics for an under sink unit & what reverse osmosis entails. I would contact your local water authority as well.
 
I installed a RO unit for my aquarium. My city water sucks. 4 gallon reserve tank. Cost about $180. My fish and plants are doing much better.
