Overflow/ sump level issues

I'm working on becoming a marine biologist at Harvard. I'm now working in a fish lab, and I just started a 55gallon reef tank. Currently cycling, I have 60 lbs of live rock in with live sand and my water testing is perfect right now. I can't get control the water level with the overflow box, the sump pump always sucks ALL the water out and gurgles. I pretty much have to choose between the overflow box working or the sump not thirsting for water. I can do one or the other but not both. I have videos of this and I need help. I've gotten it to work before but I have emptied the tank since then and can't replicate.

Do you have a ball valve in the return line from the pump. Sounds like your return pump is just a little too much for your overflow box.
