I have had my betta for about 7 months, he's in a 8L filtered tank and I clean the water regularly (every 3 weeks or so) and also try to do a 50% change in between. I also have a heater set to 25C in the tank. In the months I have had Giovanni, he has had swim bladder and fin rot, which is really surprising because I am so so scrupulous about his cleanliness and hygiene.

I will admit I recently went through a period without doing a good clean for about 5-6 weeks because of work.

Anyway, it was then that I noticed this pink fuzzy layer on top of his rocks. I cleaned it out about a week ago thinking it was just food build up. But I noticed it again on Thursday, so in 4 days it came back and it is much worse than before. Giovanni also doesn't look the best, he has white spots on this fins and body, and I am worried he is going to get really sick and die :(

Anyone know what this could be?

It could be food that is just old. That is making the water toxic and that could be the reason why your fish doesn't look like what he used to

That's what I originally thought, but the photos I posted are after 3 days of me cleaning the tank, which is really odd. :(
