I've heard of people putting fish in kiddie pools, But would it work to make an aquarium in like a plastic bin?

Double them and they work just fine. I'm guilty, and I have kiddie pools as well.

it depends on the size of the pool every square foot is 7.8 gallons

Every cubic foot: a 5' diameter round pool, 10" deep would be about 370 gallons.

It all just depends on how sturdy the bin is. In the past. I used a 2x4 "girdle" around some of the tanks I've made to make sure the sides were sturdy enough. In most of the pools I used, they were for growing out fish so I just had multiple sponge filters in the pools and did weekly water changes so that there was no buildup of anything bad. If the bin is large enough, you can even plumb it with a pool filter or water pump to make the water flow better. Lot's of possibilities.
