problem with my new heater I got

It has been in the mail for 3 or so weeks and it finally arrives...

Since it is a glass heater inside there is a little spring and all that sorta stuff, but I noticed some white fuzzy stuff growing inside if it. I was wondering if it is safe to use and what what is the white stuff.

I am not sure what the "stuff" is but I remember seeing it on and in my glass heaters when I still used them, never seemed to cause issues with the fish but that being said no two situations are the same. Just to be safe and if you can do it I would replace the new heater temporarily with a spare, regardless I would contact the manufacturer and ask them whether or not it is safe for use.
