Problems with diatom filter

I just bought a Vortex D-1 Diatom filter and assembled it, following the instructions. I mixed the diatom powder with water and ran it into the filter in accordance with the instructions, but the water comes out cloudy instead of clear. What's going on? Anyone have any experience with diatom filters? They are supposed to keep the water crystal clear, but mine isn't!

Is the bag attached correctly and without leaks? Did you run it within the filter until the DE is completely coating the bag? This must be done before it is used as a filter. When properly coated, the water passing from the filter should be crystal clear.
