Should I worry about "fuzzies" on the roots?

Or is it just tiny roots? Here's a picture of the one Java fern roots, and a quick full tank shot since I know you guys enjoy seeing different setups. Just checking in because I haven't seen that in other pics so far.

Also for future reference, would someone mind listing some trouble signs to look for in my low tech tank? Or direct me to where I can find solid info?

Im fairly new to the whole live plant things but it looks more stringy to me then fuzzy, depending on current inhabitants maybe some amano shrimp? or some kind of dip.
 
Some more fuzz and I'm worried there's something wrong with the plants growth. I'm definitely new to all this though so maybe it needs more time. Anyways, should I be worried about any of this?

Lighting is a 30" finnex stingray led (17w I think?) and the tanks depth is only 12". 4hr on, 1.5 off, 4 on per day
