Sick Orange Von Rio Flame Tetra?

I've had 6 Orange Von rio tetras for almost a year now and just last week I noticed this one blew up like a balloon. I cut back on feeding for a few days and nothing happened. none of the other fish look like this and I'm starting to worry. he has some small white specks on his back side but it doesn't look like ich. I've attached some photos of him and a comparison. help!

It looks like his scales are sticking out ? are they ? If so, it is dropsy and there is no treatment. Best to euthanize or he will blow up like a pinecone before he finally dies.

Probably not contagious, sometimes due to water conditions being off, but sometimes no discernible cause. I've lost 3 danios to this over the years.

thank u. I was just at My LFS the other day and my water is fine. All my other fish are happy as well. I'll have to put the guy down.
