Struggling with algae

In the past few weeks I have been struggling with algae big time in my tank, I have done what I could find on the internet, cut back lighting (8hrs), cut down feeding, and 33% water changes 2 times a week. Yet algae is growing on the glass, on my few plastic plants, and my water is cloudy. This has been going on for about a month since I changed my light and added some amazon swords.

Please help, any advice is appreciated. I'm DESPERATE :(

What light are you now using?
You may have to cut back lighting to 5-6 hours.
What fertilizers are your using (for the substrate and in the water column).
 
Light is flora glo t-8. Seachem flourish excel is dosed twice a week in this tank.

For swords you will definitely want to get some root tabs they are heavy root feeders. You can bleach dip the plastic plants and rinse them well to take care of them, but pics of the algae would help.
